Try a lengthening mascara and wiggle the applicator back and forth at the base of your lashes which will add volume to that area and may result in less flaking. This will cause it to dry out much more quickly even if its a new one. Old formulas start to clump.
Tubing mascaras create a lacquer coating around each eyelash forming a tube that extends up and out.
